Solution:
Please take the below procedures step by step sequentially (very important) before you install NVIDIA VGA driver. If you already installed NVIDIA VGA driver, please remove it at first.

Step 1: In Regional and Language Options, change Formats to English (United States) and press “Apply”.

Step 2: In Regional and Language Options, change Location to United States and press “Apply”

Step 3: In Regional and Language Options, change System Local to English (United States) and press “OK”. Note: This step needs to reboot your system.

Step 4: In Regional and Language Options, Copy your regional and language setting to Default user account and System account and press “OK”.

Step 5: You may install NVIDIA VGA driver now. After installation, you may follow step 1 to step 4 to change your regional setting back.
